Some councils have recently introduced collection bins for dry-cell batteries. You can't tell from the picture on the web page, but the bins include pictures of rechargeable batteries and battery packs. media release (http://www.rgang.org.au/media_detail.asp?pg=186&ID=87)
To elaborate, the collection points are in council buildings and libraries, and I'm not sure how you know if a battery is a dry-cell, except car batteries aren't, and AA's probably are.
