I sent one collective email out to all users when I started the newsletter for my site, just in case they were interested - that was as I was still building the site. But everyone after it was installed were never contacted, those who didn't sign up weren't, and those who choose to unsubscribe stay unsubscribed. No one but those signed up to the newsletter get any emails at all (unless it is self-generated, like 'forgot your password' emails and stuff).
Your account should NEVER be changed (if you are obeying the rules, if not then well you earned it). Your account should NEVER have forced subscriptions.
As it is, it sounds more like invading your privacy. No one should ever do this. This is not being paranoid - it's just basic website management sense.
