Yeah, it's a concern.

The bit which is particularly frightening is:

"They took down the info and said they would tell him to stay off con floors and ask hotel security to make him go away, but they can't keep him out of public areas."

Imagine something similar happening at a Swancon, to someone who has a room at the hotel booked in their name.

Short of having the police arrest them (charges would need to be laid), I don't know what the committee could do, other than banning the offender from the con (and its rooms) and ensuring the person at risk has someone around at all times.

I don't think the organisers can legally remove someone from the hotel premises, and I don't know what the hotel's legal rights are either.

That's a curly one. I know a lot of hotels have in their regulations that they can deny you a room or evict you from one if you have rented one if you are disturbing other patrons, but usually there's nothing about the rest of the hotel...

If you could convince the person to report, Police have the power to issue an immediate 72 hour restraining order. That would force him out of the hotel.
